INTEGRATED DISEASE SURVEILLANCE & RESPONSE
Safeguarding the Nation: From Epidemic Control to Health Security.
In an era of colliding health threats, CHZ deploys a clinician-led, community-integrated defense system. From sustaining HIV/TB gains to combating emerging zoonotic outbreaks, we bridge the gap between national policy and the last mile.

Colliding Epidemics, Integrated Response.
Zambia faces a dual burden: the enduring challenge of HIV and TB control, and the rising threat of emerging zoonotic diseases and climate-driven outbreaks. CHZ leverages Integrated Disease Surveillance and Response (IDSR) to detect threats early and respond at the source.
Sustaining 95-95-95
We provide clinician-led oversight for complex treatment cohorts, including Pediatric HIV Care and Advanced HIV Disease (AHD) management. By integrating PrEP and Comprehensive Condom Programming into community settings, we close the prevention gap.
Rapid Response (RCCE)
Building on our leadership in the COVID-19 National Response, we deploy Risk Communication and Community Engagement (RCCE) networks. We turn community leaders into ‘first responders’ who detect signals before they become outbreaks.
Diagnostics & Logistics
A test result is only useful if it leads to treatment. We strengthen the lab-to-clinic link, managing the ‘last mile’ of the supply chain to ensure zero stock-outs of life-saving ARVs and vaccines.
CASE STUDY: LOCALIZATION AT SCALE
Turning Cultural Gatekeepers into Health Champions.
The Challenge
In many rural Zambian districts, clinical interventions fail because they ignore the social hierarchy. Stigma and cultural misconceptions often hinder the uptake of critical services like VMMC (Voluntary Medical Male Circumcision) and PrEP.
The Methodology
CHZ operationalizes the ‘Trusted Messenger’ model. By conducting Chiefdom Community Capacity Assessments across 35 Chiefdoms, we identified and trained the most influential voices: the Traditional Leaders and Marriage Counselors (Balayas/Alangizi).
- Institutionalized Support: 35 Chiefdoms now have permanent health committees integrating HIV/TB surveillance.
- Behavioral Change: Traditional Marriage Counselors now use the "HIV/AIDS & The Family" curriculum to counsel couples on testing and prevention before marriage.
- The Result: Significant increase in VMMC uptake among adolescent boys in Southern and Western Provinces.
STRATEGIC INFORMATION
Data-Driven. Research-Led.
We do not guess; we measure. CHZ’s interventions are grounded in rigorous epidemiology and continuous learning. By publishing our findings and presenting at international forums, we ensure that lessons learned in Zambia contribute to global health security policy.
